Bill to extend RVP waiver reintroduced

A bipartisan bill has been reintroduced in the U.S. House and Senate to extend the waiver period for Reid Vapor Pressure (RVP), which would allow greater E15 access during the summer.

Growth Energy director of government affairs John Fuher says the Consumer and Fuel Retailer Choice Act would lift restrictions on ethanol blends above 10 percent from the beginning of June to mid-September.

“I think that if you look at the next two years, there’s a lot of things that I think are going to move in this Congress.  And we’re going to try to attach this to anything that’s a reasonable location for this bill to hang on.”

He calls Reid Vapor Pressure a rather obscure issue, and expects Congress to deal with other legislation first.

Regarding rumors this week that President Trump is considering an executive order lifting RVP restrictions in exchange for moving the point of obligation for ethanol blenders from refiners to position holders at terminals, Fuher says the announcement of the Consumer and Fuel Retailer Choice Act is purely coincidental.

“We’ve been working with the sponsors of this bill since December to figure out the best way to move forward on this.  I would say that there’s probably very little to read into this.”

House Ag Committee Ranking Member Collin Peterson helped introduce the bill, saying it would reduce confusion for retailers and provide more fuel choices for consumers.
